§ 1
Purpose
Definition & Scope
The AIWR Hall of Fame represents the highest recognition within the AI World Records Registry. Its purpose is to preserve and recognise category-defining achievements that demonstrate exceptional scale, historical significance, and documented contribution to the development of AI-human creative collaboration.
The Hall of Fame is not a record leaderboard. It exists to recognise achievements that have fundamentally expanded the perceived boundaries of what is possible within an AI-assisted creative discipline.
§ 2
Eligibility
Five Required Conditions
To be considered for Hall of Fame induction, a candidate must satisfy all of the following conditions:
01
Category Impact
The achievement must establish, redefine, or substantially expand an identifiable creative category.
02
Exceptional Scale
The achievement must demonstrate a level of output, scope, complexity, or sustained execution significantly beyond conventional standards.
03
Documented Evidence
Sufficient archival evidence must exist to verify the existence, scope, methodology, and outputs of the achievement.
04
Historical Significance
The achievement must possess long-term relevance beyond a single event, release, or isolated record.
05
Public Preservation
The achievement must be permanently documented within the AIWR archival framework or an equivalent publicly accessible archive.
§ 3
Selection Principles
Evaluation Standards
Hall of Fame induction is not automatic. A verified record does not automatically qualify for Hall of Fame status.
An achievement may be considered for Hall of Fame review even when external third-party certification is unavailable, provided substantial documentary evidence exists.
Selection decisions are based on overall historical significance rather than numerical performance alone.
§ 4
Benchmark References
Pre-induction Documentation
Achievements that demonstrate exceptional scale or significance but have not completed the full verification process may be listed as Benchmark References.
Benchmark References are not Hall of Fame inductees. They serve as documented comparison points for future claimants and historical research.
§ 5
Founding Era Governance
Operational Framework · 2027
During the Founding Era, Hall of Fame evaluations are conducted under the AIWR Founding Governance Framework. The Founding Era exists to establish baseline standards, methodologies, and archival practices.
As the registry expands, a formal Hall of Fame review structure may be introduced and published as part of future governance documentation.
§ 6
Induction Standards
Rarity & Integrity
Hall of Fame induction should remain rare. The objective is not to create a large membership roster but to preserve a small collection of historically significant achievements.
Induction is intended for extraordinary cases that demonstrate enduring influence on the development of AI-assisted creative work.
§ 7
Founding Era Review
Induction Confirmation Process
Founding candidates — projects documented within the registry's first year of operation — are not inducted automatically. Their status is determined through the Founding Era Review, a structured confirmation process that opens after one year of registry operation.
The Founding Era Review transfers the induction decision from the registry founders to eligible recognition holders within the registry — people with a documented formal relationship to the system.
a
Voter Eligibility
Voting is limited to verified recognition holders, documented registry participants, and verified award recipients. General public participation is not permitted.
b
Induction Threshold
A Founding Candidate shall be inducted only if both conditions are met:

· A minimum participation threshold is reached: ≥30% of eligible voters or at least 20 verified voters — whichever is lower during the Founding Era; and
· At least 75% of valid votes support induction.

Abstentions: Abstain votes count toward the participation threshold (kворум) but are excluded from the 75% induction calculation. Only affirmative and negative votes constitute valid votes for the purpose of the supermajority.

Voting window: Each review cycle has a fixed open period of 30 days. If the participation threshold is not reached within this window, the review cycle closes without result and may be re-opened in a subsequent cycle.

If either condition is not met, the candidate retains Founding Candidate status and the review may be repeated in a subsequent cycle.
c
Possible Outcomes
A candidate is either inducted as a Hall of Fame member or retains candidate status pending future review. No candidate is removed from consideration based on a single review cycle.
d
Scope
The Founding Era Review applies exclusively to founding candidates. Standard registry submissions follow the regular nomination and evaluation process defined in § 3.
§ 8
Conflict of Interest
Integrity Safeguard
Projects affiliated with AIWR founders are not automatically eligible for induction and must satisfy the same published criteria as any external submission.
Where a founding operator has a direct affiliation with a nominated project, the evaluation must be documented with sufficient archival evidence to allow independent review. The existence of an affiliation does not disqualify a project — but it raises the standard of documentation required for the evaluation to be considered complete.
Founding Era entries are specifically limited to projects that established the initial archival framework of the registry. This historical context is explicitly noted in each founding inductee's registry record.
§ 9
Revocation
Removal from the Hall of Fame
Hall of Fame status is intended to be permanent. Revocation is an extraordinary measure reserved exclusively for cases of documented fraud or material misrepresentation of the archival record.
A Hall of Fame member may be removed only if both conditions are met:

· Documented evidence of fraud or material misrepresentation of the achievement; and
· An 85% supermajority of eligible voters supports removal in a formally convened revocation review.
Revocation may not be initiated on the basis of changes in aesthetic opinion, shifts in community preference, or competitive interest. The archival record of a revoked member is preserved with a documented notation of the revocation and its grounds.
§ 10
Nominations
Era II (2027+) · Standard Submission Process
From Era II onward, any verified record holder may submit a candidate for Hall of Fame consideration. Nominations are evaluated against the criteria published in § 2 and the selection principles of § 3.
a
Minimum Support Threshold
A nomination requires a minimum of 3 supporting records from different creative domains before it is admitted for formal review. This prevents single-domain advocacy and ensures cross-disciplinary recognition.
b
Review Process
Admitted nominations follow the same induction threshold as defined in § 7(b): ≥30% participation and 75% supermajority. The 30-day voting window applies.
c
Self-Nomination
Self-nomination is permitted. However, the nominating party's vote is excluded from the supermajority calculation for their own candidate.
§ 11
Amendments
Revision Policy
This Charter may be revised as the AIWR Registry evolves. Future revisions may introduce additional evaluation procedures, review mechanisms, and governance structures while preserving the historical integrity of prior inductions.
